SHIMLA: Union information and broadcasting minister Anurag Thakur has expressed the need to further strengthen the committee system in Parliament and Legislatures. He said that experts should be involved in the work of strengthening the committee system.
He said that research system should be strengthened in order to make the discussion more qualitative in Parliament and Legislative Assemblies. He said that qualitative discussions will benefit the country and society.
Anurag Thakur was speaking at the 82nd Presiding Officers’ Conference in Shimla on Thursday. Addressing the concluding session of the conference, he said that help of youth can be taken in view of increasing the quality and level of discussions in Parliament and Legislative Assemblies and if possible, youth can be given internship in this.
He said that for the strength of the legislatures, national competitions can be organized between them.
He said that it has been 75 years since the independence of the country. Even after Himachal got full statehood, a gap of 50 years has passed. He said that conference of Presiding Officers started over 100 years ago and there is a need to look back on these issues and see what has been achieved.
He said that what has been achieved in 100 years of parliamentary system and what kind of changes can be made to strengthen it further, this needs to be considered.
He said that the responsibility of strengthening democracy rests on the shoulders of presiding officers. He said that by collecting good speeches from legislatures and parliament, they can be conveyed to the people especially the younger generation through a platform to strengthen the democracy.
He also suggested the presiding officers to organize Legislature Week every year in the country.
Sharing his experiences in Parliament mentioning the powers of the Presiding Officer Anurag Thakur also mentioned former Lok Sabha Speaker Somnath Chatterjee.
He said that when he stood up to speak for the first time in Parliament, Somnath Chatterjee told the MPs that here a young MP has stood up to speak for the first time, you all should listen to him. He said it boosted his morale. He said that the Speaker or presiding officer does not belong to any party, the members need the protection of the presiding officer.
Anurag Thakur also mentioned the Corona epidemic in his address. Referring to Covid-19, he said that under the leadership of Prime Minister Narendra Modi, the country faced the challenge of the pandemic. More than 100 crore corona vaccines have been administered.
Despite the Corona crisis, more business has been done in Lok Sabha and Rajya Sabha than before. He also mentioned the laws passed by the State Legislative Assembly after the first Presiding Officers’ Conference held in Shimla in September 1921.
